The City has received a Zoning Map Amendment application to request the rezoning of two parcels of land that are currently owned by the City from R-1, Low-Density Residential to R-3, High-Density Residential in order to facilitate a multi-family housing development. A twin cities developer is proposing to build two 60-unit multi-family apartment buildings on land north of Twin Lakes Boulevard. The project will feature a 3-story wood-framed structure over one level of underground parking. This is the first step in project approval. After the rezoning process, the proposal will need approval for a Comprehensive Plan Amendment. If approved, the builder can submit for a building permit.


  • Planning Commission Meeting: Thursday, December 9, 2021, at 5:30 p.m. - to review and provide a recommendation to the City Council
  • City Council Meeting: Wednesday, December 15, 2021, at 7:30 p.m. - public hearing to review and approve the request for rezoning
  • Planning Commission Meeting: Thursday, April 14, 2022, at 5:30 p.m. - 2040 Comprehensive Plan Amendment
  • City Council Meeting: Wednesday, April 27, 2022, at 7:30 p.m. - public hearing for the 2040 Comprehensive Plan Amendment
